Bill aims to overhaul governance of National Gallery

The Greek Ministry of Culture has unveiled a draft omnibus bill designed to reform and update the governance of the National Gallery-Alexandros Soutsos Museum in Athens. The bill was released for public consultation on Friday and will remain open until February 2.

The proposed legislation seeks to overhaul the outdated framework governing the National Gallery, which was established over 25 years ago and no longer addresses the institution’s expanded needs following its renovation and extension in 2021. Key measures include the introduction of a new position for a general director, appointed by ministerial decision for a renewable five-year term, as well as the creation of 120 permanent staff positions and 52 open-ended private contracts.

The bill also permits the operation of restaurants and bookstores within the National Gallery and its branches, including the National Glyptotheque and regional annexes in Nafplio and on the island of Aegina. According to the gallery’s legal adviser, Giorgos Oikonomopoulos, the proposed legislative changes aim to address the institution’s “multiplied and diversified needs.”

Additionally, a presidential decree will establish a new organizational structure for the gallery, reorganizing it into specialized directorates.

The draft legislation also formalizes the Melina Mercouri and Dimitris Horn theater awards as official state-sponsored honors. These awards, which celebrate excellence in acting, have faced financial challenges in recent years. Under the new provisions, evaluation committees will be appointed by the Ministry of Culture, which will also set the monetary prizes and oversee the nomination and selection processes.
